What is a Functional Capacity Evaluation (F.C.E.)?

A Functional Capacity Evaluation (FCE) is an objective, systematic process of identifying and assessing an individual’s ability to physically function in relation to work and in the performance of activities of daily living (ADL’s). The FCE solution based approach is used to determine “What the individual can safely do,” and to identify the person’s “current ability level” for a successful return to gainful employment or to establish a baseline level of function. The FCE is typically a 4 hour evaluation that will assess material handling (lifting, carrying, pushing and pulling) and positional tolerance levels (sitting, standing, walking, climbing stairs, climbing ladders, reaching, balancing, stooping, kneeling, crouching, crawling, object handling, fingering, simple/firm grasping and fine/gross hand manipulation. Job specific testing will also be incorporated into the evaluation to determine safe work performance and work tolerance.

Workers’ Compensation: After a work related injury, the FCE can be used to objectively determine the individual’s physical demand level and work capacity. The objective, functional information is useful to assist the physician, medical team, case manager, employer and attorney when developing an appropriate plan of care that eventually can lead to closure of the case. An FCE has been successfully used during the rehabilitation treatment process to identify the individual’s current, safe level of functioning and to promote a positive treatment progression. An objective classification of the individual’s abilities can be compared to the job position physical demands and work levels for return to full-time or part-time employment. If the individual is unable to return to work in a full-time or full-duty capacity, then modified work hours and modified work duties can be an appropriate alternative to justify a successful return to work plan. The FCE is used to establish a final, objective physical demand level when the physician determines maximal medical improvement (MMI). Temporary or permanent work restrictions can be identified for safe, future functioning.

Short and Long Term Disability cases utilize a Functional Capacity Evaluation to determine the individual’s ability to perform either their “Own Occupation” or identify if the person is capable of functioning at a level for “Any Occupation.” Short and long term disability is a wage replacement policy. Short-term disability provides an income for the early part of a disability, which may be from two weeks to two years. Long-term disability helps replace income for an extended period of time, usually from two to five years or when the disabled person turns 65 years of age. The claimant must demonstrate that they are unable to perform their own occupation or any occupation, based on the wording of their policy. The objective information and documentation provided by a FCE is necessary for an effective disability claim management process.

Insurance: FCE’s can be used in conjunction with the insurance claim process. The claim investigation can be accelerated by the early determination of functional performance and work related information. Auto and personal liability cases can benefit from the objective and functional documentation provided by the FCE. Many cases of this type have a legal representation; therefore, objective documentation of functional performance and work related function, ability or a lack of ability, and consistency are essential for case settlement.

In summary, a Functional Capacity Evaluation can provide objective documentation that will eliminate the “guess work” out of determining if the individual can return to their job position, perform full or modified duty work or if they are capable of functioning at an any occupation level. The FCE can be used either during a rehabilitation program for effective and successful return to work planning or when the case has reached a maximal medical improvement (MMI). ******

His reports are very large, detailed and easy to follow with colored charts. They are impressive compared to a one page check list of restrictions attached to an I.M.E. report and are very useful in a termination, suspension or modification petition.
